Mainly because it was empty! Emptiness in large ornate buildings always gives me the sense that I "don't belong," and that's creepy, to feel that way.
By coincidence, I got to the city in enough time to get a haircut (the barber is on the train concourse, they open before my shift starts), so I was leaving the station from a different angle, and I realized that there was a door open that I had never noticed before. So I followed it down a tunnel, and ended up in the lobby(?) of this apartment building. This hallway led to the doors you see at the very end, and it close enough that it ended up saving me about 30 seconds of time in the rain this morning on the short walk to my work building.
The explanation is probably that the cops felt that they needed to guard every entrance to the station at the start of COVID, but they didn't have enough cops to cover every entrance (Candy Crush has a daily download limit I guess!), so instead of getting more cops, they shut down most of the entrances. I remember one of my main ones being closed for six months, another one for a couple years. I think this one was probably closed so long that people forgot about it.
Or never knew about it in the first place! I'm probably gonna start taking this way as I'm emerging into the bright Center City sunlight on my way to an office building to do work on a computer that is totally functional at home too! At least until my top boss dies and her successor lets me work from home!
